It floats with your tier, and the 5% floor is paid even if you stop actively referring, for as long as that client keeps paying.
Tiers are measured on a rolling 12-month window. You reach a tier by hitting both its annual bars (referred value and number of paid referrals), and you hold it at half those bars. If a slow year drops you below the maintenance bar, you fall — but at most one tier per yearly review, so a single quiet stretch never collapses everything. Your tail never drops below 5%.
